China's Battery Industry Actively Responds to Green Barriers

Batteries are one of the key drivers of sustainable development, green transportation, clean energy and climate neutrality. It is expected that the demand for batteries will grow rapidly in the next few years, especially for electric road transport vehicles using batteries as traction, which makes the market more and more strategic all over the world.

Successful battery regulation is closely related to the realization of the EU's green new deal, circular economy action plan and new industry strategy. The proposal for the new EU battery regulation emphasizes the key role of batteries in the transition to recycling and climate neutral economy, as well as EU competitiveness and strategic autonomy. The proposal was adopted by the European Parliament on March 10, 2022. In the next step, the parliament will negotiate with EU governments on the final form of the bill. The core idea of this new initiative is that the rules will manage the whole battery product life cycle and realize a more climate friendly waste management process. Now, the European Parliament agrees that life cycle management will contribute to the realization of the EU green agreement.

The new battery regulations regulate the unified calculation method of battery carbon footprint, the classification method of carbon footprint performance, and the maximum carbon footprint limit. The key requirements cover all stages of the battery life cycle to support measures to establish the battery value chain in Europe: including raw material extraction, sustainable procurement and processing, sustainable battery materials, battery manufacturing and battery recycling, aiming to ensure more sustainable use of batteries in the whole value chain of the EU. Specifically include:

 Raw material collection and pretreatment: including mining and pretreatment, up to the manufacture of cell and battery components (positive and negative materials, diaphragm, electrolyte, shell, battery components) and electronic / electronic components

• Main product production: assembly of battery units and assembly of electrical / electronic components

 Distribution: transport to point of sale

• Scrapping and recycling: collection, disassembly and recycling

 

China's battery industry chain is complete and its products are supplied globally. The adoption and implementation of the EU battery regulation has a great impact on China's battery industry. In the future, it may affect the whole industry chain and even more strategic industries.

At the policy level, improving the policies and regulations related to life cycle carbon footprint is an indispensable link for China to achieve the goal of "double carbon". Actively communicate with the EU, establish a cooperation and exchange mechanism, learn from the experience and practices of the EU, and promote the coordination and mutual recognition of the carbon footprint methodology of China EU battery industry, which can effectively improve China's "double carbon" policy and regulation system.

At the industry level, industry associations, scientific research institutes and key enterprises in the industrial chain have established unified battery life cycle carbon footprint industry standards and databases around battery raw materials, production, manufacturing and recycling, so as to provide scientific and accurate data and standards for the carbon footprint assessment of the industrial chain.

At the enterprise level, some backbone enterprises have begun to implement carbon neutralization action and establish zero carbon factories and zero carbon industrial parks for the production of raw materials and batteries. Through the production and use of low-cost and high proportion of renewable energy, it can not only match the increasingly stringent carbon emission standards, but also effectively help automobile enterprises reduce the carbon emission of complete vehicles and promote the transformation of power battery industry chain at home and abroad to zero carbon.
