turn main shutoff half way to reduce water pressure

Thanks for this question. I don't know why, but I thought the same. As I am here for the same reason.
I was talking to my neighbor about this and he told me - NO -. You have to put in a reducer after the meter side of the city main shut off valve. So, right now, I believe my main shut off is only open at about 1/4 turn.

Neighbor told me that we are lower and closest to the water tower and our pressure is at 80 to 120 psi.
Also, he told me that home owners are not allowed to turn on or off, or use the meter as such. Because of possible damage done, they would be liable. So call the city water dept. for any reason to have the main shut off, and then turned back on. I have lived several states, counties, cities, and have never heard this before. Plus, if I am repairing or replacing toilets or faucets, or hot water tank fails, I'm not waiting for the city to show up.

So, to recap what I have read here, I should make sure my meter main water shut off valve is fully open??
